The Swiss took down the Italian after playing for one hour, 24 minutes in two sets 6-3 7-6 (7-3).
Roger, 36, for reaching the semi-final at Rotterdam, is guaranteed of the world number one, to be announced on Monday.
Having already won Rotterdam twice, stands the chances of becoming the first player to win the title three times at the final on Sunday (February 18th).
